It's ground beef with tomato, green pepper, green olives and plenty of garlic. This is a dish I grew up eating as a kid, and I always loved when my Mom was making it. My friends also loved eating over on nights picadillo was on the menu. Instructions to make Picadillo:
  1. Put the olive oil in a large, heavy pan set over a medium heat flame and heat until shimmers.
  2. Add onions, chorizo, and garlic and cook until onions are soft (10 min).
  3. Add the ground beef and cook. Season with salt and pepper.
  4. Add tomatoes, vinegar, cinnamon, cumin, bay leaves, cloves and nutmeg. Lower heat and let simmer, covered, for about 30 minutes.
  5. While stew is cooking, cook rice per directions.
  6. Uncover the pan, and add the raisins and olives. Allow to stew for another 15 minutes.
  7. Serve over white rice.

Picadillo is a traditional dish in Spain, in many Latin American countries and in the Philippines that is similar to hash. Its name originates from the Spanish word "picar" which means "to mince" which explains the presence of ground beef. Saute garlic, onion and green pepper until onions are transparent.
